Scott Winch
Associate Professor Scott Winch is a Research Fellow at the RMIT University node of the ARC Centre of Excellence for Automated Decision-Making & Society (ADM+S).
Dr Scott Winch is a Wiradjuri man and senior research fellow with the Measuring Digital Inclusion for First Nations Australians and Mapping the Digital Gap Phase 2 projects. He has over 25 years’ experience spanning First Nations health, education, digital inclusion, policy, research and national data governance reform. He has played a key role in shaping Australia’s digital inclusion agenda, including authorship of Connecting on Country (2021), contributions to the National Indigenous Digital Inclusion Plan, and advisory roles supporting Closing the Gap Target 17.
Scott has held senior leadership and board positions across government, academia and the community-controlled sector, including embedding Indigenous Data Sovereignty into national health data systems. His work centres on translating Indigenous governance principles into practical, system-level change to advance equitable, culturally grounded digital futures for First Nations peoples.
